​We created a library of diagrams that illustrate stakeholder needs vs programmatic rigidity.  Through the mixture of various scale, access, and program combinations, we created three unique scenarios.     Our first scenario was developed using the idea of technology heavy structures and programming created to collect the silt as well as create a money making device with rentals and sponsorships.  These structures will be implemented on a timeline, and removed as technologies become insufficient/enough silt is collected to create a plateau for plant life. After each island is created, a protection ridge marks the south eastern edge of development, and natural processes on each island take over, to allow for a self-sufficient habitat.    The second scenario is focused around the use of flexible public space, which will limit access to the island for a few weeks out of the year.  This effectively produces undisturbed  bird habitat on the islands while fostering ephemeral economic development for human inhabitance.  The third scenario from our group focuses on the natural area being the center of development.  We propose that there first be a bird only natural habitat island constructed, and then surround it by smaller islands that can be accessed by humans and programmed with multiple uses.  One of the islands can be programmed for retail, and would hold a visitor center, shops, and a restaurant.  The other islands would then be programmed for camping, education, and bird watching.
